School Uniform and Assistance

PDG Access

 

In July 2018 the Welsh Government introduced a new scheme called the Pupil Development Grant – Access.

The grant is available to pupils who are eligible for free school meals and entering:

  • Reception
  • Year 3
  • Year 7
  • Year 10

of maintained schools in September 2019

  • or special schools, special needs resource bases and pupil referral units who are aged 4 or 11 in September 2019.

Funding of up to £125 is available for each eligible learner with the exception of those in Year 7. Eligible learners in Year 7 will be entitled to a maximum of £200.

 

Funding can be used towards the purchase of

 

  • School uniform including coats and shoes.
  • School sports kit including footwear.
  • Uniform for enrichment activities, including but not limited to, scouts; guides; cadets; martial arts; sports; performing arts or dance.
  • Equipment e.g. school bags and stationery.
  • Specialist equipment where new curriculum activities begin such as design and technology.
  • Equipment for out of school hour’s trips such as outdoor learning e.g. waterproofs.

This is not an exhaustive list, and there is some discretion about what could be funded – but it must be something that will support the achievement of the child.

 

I.T. equipment, such as mobile phones and iPads, are excluded from this funding.

PDG Access PLUS

 

Pembrokeshire PDG Plus is a Pembrokeshire County Council Scheme to help parents in difficult circumstances with school uniforms.

 

From April 2019, Pembrokeshire County Council will offer a grant of up to £125 per statutory School age pupil for

 

  • School uniform including coats and shoes.
  • School sports kit including footwear.
  • Uniform for enrichment activities, including but not limited to, scouts; guides; cadets; martial arts; sports; performing arts or dance.
  • Equipment e.g. school bags and stationery.
  • Specialist equipment where new curriculum activities begin such as design and technology.
  • Equipment for out of school hour’s trips such as outdoor learning e.g. waterproofs.

This is not an exhaustive list, and there is some discretion about what could be funded – but it must be something that will support the achievement of the child. Decisions on applications will be made by the Pupil Support Officer for your school.

 

Examples of difficult circumstances may include:

 

  • Families experiencing moving over to Universal Credit and experience significant delays in receiving benefit payments.
  • Loss of possessions due to an event beyond your control such as fire or flood.
  • A child who has to move schools at short notice at the advice of the Local Authority.

 

Other assistance for low-income households

 

There are other limited potential sources of financial help:

 

Parents receiving Income Support, Income Based Jobseeker’s Allowance, Income-related Employment and Support Allowance, Pension Credit or payment on account of one of these benefits or entitlements for at least 26 weeks may be able to apply for a social fund budgeting loan under the category of clothing and footwear from Jobcentre Plus. Claimants currently claiming Universal Credit can apply for a Budgeting Advance.

Help may be available from governing bodies or parents’ associations of schools. This may be financial support from a hardship fund, a savings scheme or through the provision of second-hand clothing.

Mae’r Grant Datblygu Disgyblion – Mynediad yn cefnogi’r teuluoedd hynny sydd fwyaf ei angen gyda chostau gwisg ysgol, offer a chyfarpar: dysgwyr sy’n gymwys prydau ysgol am ddim a phlant mewn gofal.

Yn 2019 dyblwyd y cyllid oedd ar gael i £5m. Mae’n disodli’r hen grant gwisg ysgol.

Pupil Development Grant (PDG) Access supports families with the costs of uniforms, kit and equipment, targeting the families that need it most: learners eligible for free school meals and looked-after children.

In 2019 the funding available was doubled to £5m. It replaces and extends the old school uniform grant.

For 2019 the eligible year groups has been extended. Now included are learners going into Reception, Year 3, Year 7 and Year 10. Funding for looked-after children will be available in every school year.

The amount available for eligible year 7 learners has increased from £125 to £200, recognising the increased costs associated with starting secondary school.

The fund will cover school uniform and sports kit, equipment for out of school hours trips, including outdoor learning, and equipment for activities within the curriculum, such as design and technology.

Grants available to help families on low incomes buy school uniform and equipment

Looked after children and learners receiving free school meals can get a Welsh Government grant if they are:

  • entering reception class in primary school
  • at the start of any of the Key Stage 2, 3 and 4 (primary and secondary)
  • aged 4 or 11 in special schools, special needs resource bases or pupil referral units

Primary and Secondary school children are entitled to £125 for each application.
Children entering Year 7 can now apply for £200 to help with the additional costs of starting secondary school.

The fund will cover school uniform and sports kit, equipment for out of school hours trips, including outdoor learning, and equipment for activities within the curriculum, such as design and technology.
